Commentary on East Coast Road GLS Tender Opening

The tender for the Government Land Sale (GLS) site at East Coast Road was launched today. The tender for the site will close on 3 December 2026.

“The East Coast Road GLS might fulfil what some developers are currently seeking. Instead of aiming for larger projects, these developers are becoming more selective, focusing on sites that help them replenish their landbank while ensuring better execution and pricing control. The winning bidder can create a boutique condominium of up to 12 storeys on the East Coast Road site. Its smaller scale lowers development risks and capital requirements, making it appealing to a wider range of developers. We anticipate over five bidders to participate, showing ongoing confidence in quality residential projects despite a cautious market,” said Marcus Chu, CEO of ERA Singapore.

The East Coast Road site markedly differs from the New Upper Changi Road GLS site, which drew four bidders earlier this month. Although the New Upper Changi Road site might produce around 1,010 units, the East Coast Road site is projected to have only about 85 homes, presenting developers with a more manageable and smaller project. This limited scale decreases both capital investment and execution risks, broadening its appeal to a larger pool of developers. 

Chu said, “In today’s market, certainty has become increasingly valuable. Well-located boutique sites enable developers to manage construction, pricing and sales risks more effectively while meeting owner-occupiers’ demand.”

The strong launch performance of Vela Bay, the 99-year leasehold condominium, earlier this year, with approximately 72% of units sold during its launch, reinforces the depth of demand within the Bedok Planning Area. 

“The East Coast/Siglap private housing estate continues to be one of Singapore’s most established markets for owner-occupiers and upgrader buyers. They don't just buy a home; they invest in a well-developed neighbourhood with mature amenities, reputable schools, and excellent transport connections. These strong, lasting fundamentals sustain long-term housing demand, providing developers with increased confidence in evaluating opportunities in the district,” Chu added.

Location Attributes

The site is conveniently located within walking distance of Siglap Centre, Siglap V, and Siglap MRT Station on the Thomson-East Coast Line. It provides easy access to the East Coast Parkway and is close to several reputable schools, such as Opera Estate Primary School, Ngee Ann Primary School, CHIJ Katong Convent, St. Patrick’s School, Victoria School, and Victoria Junior College. The nearby landed housing estates add to its attractiveness for families wanting to live close to relatives.

Outlook

The East Coast GLS site is expected to attract wide developer interest and is projected to receive a top bid of approximately $1,400 psf ppr.

“Developers' ongoing interest in well-positioned and established residential estates shows confidence that carefully planned projects in established neighbourhoods remain some of the most resilient options in Singapore’s residential market. As buyers become more discerning, we think that high-quality locations with solid owner-occupier demand will keep drawing tender bids from developers,” adds Chu.
